          His vocabulary was just starting to develop, so his usually flowing speech and intrincate explanations were yet to be used by the infant. That would eventually happen, of course. But as of now, Izaya couldn’t express himself as well as he would like.

          “You don’t understand, do you?

             You look sad——

               because you’re like a blank sheet.

                 It’s annoying, y’know. 

                   Like, inhuman.”

    Didn’t understand? It was hard not to, when he was the one who had caused this. So yes, he did understand quite well, but he didn’t think there was any reason to cry about it - nor for anyone else to do so, either. It wasn’t as though the other child was the one with the blank features and trying to blank his emotions, too.

      I do understand.
       There’s just no reason to cry.
        And I’m not inhuman, either.
